'Every person in the City of Waterloo must wear a face covering when in public and cannot stay six (6) feet apart from others.' [Includes public transportation and private car services; exemptions for children under two, persons with breathing difficulty, incapacitated persons, persons advised by a medical, legal or behavioral health professional, public safety personnel, persons exercising, eating or drinking, or obtaining a service requiring removal.] 'Enforcement for this resolution shall be left up to the Mayor or designee with the aim towards compliance not punishment.'
