Operative words

In order to preserve hospital bed and staffing capacity, for the period beginning December 16, 2020, through January 3, 2021, licensed hospitals are directed to postpone and/or reschedule non-emergent procedures to be performed in an in-patient setting which are unlikely to result in a significant risk to a patient's acute condition or long-term outcome. Non-emergent procedures may resume on January 4, 2021, unless this order is extended or modified.... It is recommended that social gatherings be cancelled or postponed. However, if a social gathering cannot be cancelled or postponed, the host of a social gathering must ensure social distancing requirements can be achieved and maintained, face coverings are worn... the size of a social gathering shall be limited based on a county's color-coded metric, as follows: Counties designated as Blue may have up to a total of 250 individuals present. Counties designated as Yellow may have up to a total of 100 individuals present. Counties designated as Orange may have up to a total of 50 individuals present. Counties designated as Red may have up to a total of 25 individuals present.... [collegiate and professional sports] upon approval of the local health department, additional spectators may attend so long as overall attendance does not exceed 25% of the facility's capacity
