Operative words
1. Effective at 12:01 p.m. on Saturday, April 18, 2020, all public or private mass gatherings [of more than 10 people in a confined or enclosed space] are prohibited... c. With regard to churches or other religious services... more than ten congregants or parishioners [prohibited]... Exemptions include: n. Retail establishments where large numbers of people are present but are generally not within arm's length... and the customers or employees of the retail establishment are performing essential activities; r. Restaurants and bars, but only under the following [conditions]... ii. No more than ten customers may be in the [premises]; t. Office spaces, but only for the purpose of performing [essential functions under Executive Order] 20-16; v. Manufacturing, processing, distribution, and production facilities
