Operative words

Phase One (May 4): mass gatherings limited to 10; listed businesses closed. Phase 1.5 (May 18): personal services by appointment; gyms without classes. Phase 2 (May 22): mass gatherings limited to 15; bars and large venues closed. Phase 3 (recommended June 8): mass gatherings limited to 45; on-site staffing unrestricted; nonessential travel may resume. Phase Out (recommended June 22): no travel restrictions; remain home if sick; social distancing where applicable. 'the State will set the regulatory baseline for Kansas local governments in each phase of this framework, allowing local governments to retain the ability to impose additional restrictions.'

Enforcement

Binding only through the implementing executive orders (KS-019, KS-021, KS-022) through May 26, 2020.

The 'Phase 3' and 'Phase Out' recommendations are quoted from the Governor's June 5, 2020 release (KS-026) and the Husch tracker; the Shawnee County order of July 24, 2020 quotes the plan's 'regulatory baseline' sentence.
