Operative words

I, Robert R. Neall, Secretary of Health, hereby authorize the Baltimore City Commissioner of Health and the local health officers for each of the twenty-three counties in the State of Maryland to issue, as my designee, quarantine and isolation orders for the prevention and control of 2019 Novel Coronavirus ("SARS-CoV-2") and the disease that it causes -- Coronavirus Disease 2019 ("COVID-19").
