NOT READABLE from the exhibit (a Wayback render, capture 2021-01-06, showing only the notice heading: 'NOTICE OF RULES / BY: Dr. Mark Escott, Interim, M[edical Director] / ADOPTION DATE: The Health Authority adopted th[e following rules]... issued as required in Ordinance N[o.]... / EFFECTIVE DATE OF RULE[S]'). Content confirmed from primary recitals: the April 13, 2021 notice states 'These rules replace and supersede Health Authority Rules adopted on December 15, 2020. Summary of changes: a definition for fully vaccinated, new exceptions related to fully vaccinated individuals, changes to when an entire household needs to isolate, and changes to physical distancing requirements for schools' (Ex. MET-AUS-048); the Commissioners Court order of March 9, 2021 recites that on 'December 15, 2020, [Dr. Escott] issued rules for the City of Austin continuing through April 15, 2021' (Ex. MET-AUS-047 ¶ 8).

The Health Authority rules in force on the first day of 2021 Q1, on March 10, 2021 (GA-34) and on the first day of 2021 Q2; the December 15, 2020 rules, not a mayoral order, were the City's mask mandate after Order 20210216-026 lapsed on April 21, 2021 (their successor of April 13 took over first).
