Operative words
The Executive Director hereby advises all residents of and visitors to the City of Boston stay at home between the hours of 9 p.m. and 6 a.m. unless they are actively providing or receiving COVID-19 Essential Services as defined by the Governor's March 23, 2020 Order, as extended.... Failure to comply with any of the provisions of this Advisory constitutes an imminent threat and creates an immediate threat to public health.
