Operative words

SECTION 1. All persons entering the City of Chicago from a state with a COVID-19 new case rate greater than 15 COVID-19 cases per 100,000 resident population per day... shall be subject to mandatory self-quarantine for 14 days... SECTION 2.... The protocols may include other exceptions to self-quarantine that in the sole judgment of the Commissioner: (i) serve as acceptable alternatives to self-quarantine or (ii) are necessary or appropriate to cover situations when self-quarantine is not possible, practicable, or advisable

Notes

The re-issued order carried the color-coded protocol: Red States 14-day quarantine; Orange States quarantine or a negative test within 72 hours; Yellow none (CDPH page); the quarantine became 10 days and fully vaccinated travelers were exempted by late January 2021 (Ex. MET-CHI-025; travel page)
