Operative words
Section 1. That, for the reasons stated in the preamble, this Council directs the Housing Division of the Cleveland Municipal Court to immediately suspend or delay, for at least 60 days, all evictions that occur due to economic hardship caused by the coronavirus pandemic.

Legislative direction to the court (recites that 'the City has suspended shutoffs by Cleveland Public Power and Division of Water during this crisis; and... the Housing Division of Cleveland Municipal Court has suspended criminal cases')
