Operative words

WHEREAS, on August 13, 2021, in response to the spread of the Delta variant of COVID-19 within the City, an Emergency Proclamation was issued to require the wearing of face coverings... Section 1. Termination of Face Covering Order. Upon the effective date of this order, the face covering requirements established in the August 13, 2021 Emergency Proclamation shall be terminated in full. Section 2.... the State of Emergency declared for the City of Raleigh on March 13, 2020, remains in full force and effect.
