Operative words
the Red Rocks Amphitheatre, the Denver Coliseum, the Denver Performing Arts Complex, the Colorado Convention Center, and the McNichols Civic Center Building (together "FACILITIES") shall be ACCESS RESTRICTED for 30 days to minimize the spread of COVID-19. ACCESS RESTRICTED means the FACILITIES shall remain closed to the public for any purpose. ADDITIONALLY, all Denver public libraries, and all Denver recreation centers shall also be ACCESS RESTRICTED until further notice... FURTHERMORE, all City permitted public outdoor gatherings scheduled in the next 30 days for 250 or more persons are hereby CANCELLED
