Operative words
("Individuals") must wear a face covering over their nose and mouth when entering, inside, or [moving within any Public Indoor Space]... 3. All Individuals must wear a face covering while using or waiting to use the services of any [taxi, bus, light rail, train, car service, ride-sharing or similar service]... 4. Except as specifically exempted below, all Individuals must wear a face covering in outdoor [public spaces when unable to maintain six feet]... 6. All Individuals must wear a face covering when entering, inside, or moving within the common [areas of multi-unit residences]
