This Order is intended to restrict all gatherings of persons between the ages of 18 and 22 years [within the City of Boulder]... 1. Gatherings of more than two persons within the city of Boulder that include any person or [persons aged 18 to 22 are prohibited]... g. A Gathering is more than two individuals coming together or being physically near [one another]... i. A Gathering does not include: 1) employees of any business, government, [or other entity performing work]... activities undertaken pursuant to jury summons, lawful subpoena, or order of a [court]
