Operative words
Any individual who leaves their home or place of residence must wear a face covering over their nose and mouth: a. When in any indoor public space... d. No passenger may ride a DDOT bus without a proper face covering.... no business, government office, or operation that is open to the public may provide service to a customer or allow a customer to enter its premises, unless the customer is wearing a face covering as required by this order.... Food service establishments... that hold on-premises retailer licenses to sell alcoholic beverages must close for indoor service if they earn more than 70% of their gross receipts from sales of alcoholic beverages.... All food service establishments must:... Limit capacity to 50% of normal seating... Indoor gatherings of more than 10 and up to 500 people occurring at a nonresidential venue are permitted only to the extent that the organizers and venue: i. In venues with fixed seating, limit attendance to 20% of seating capacity of the venue; ii. In venues without fixed seating, limit attendance to 20 persons per 1,000 square feet in each occupied room... Stores of less than 50,000 square feet of customer floor space must limit the number of people in the store (including employees) to 25% of the total occupancy limits... Casinos must:... Limit and enforce patron occupancy of 15%... A provision of this order will prevail over any conflicting provision of a local charter, ordinance, or rule.

MCL 333.2443: 'a person who violates a regulation of a local health department or order of a local health officer under this act is guilty of a misdemeanor punishable by imprisonment for not more than 6 months or a fine of not more than $200.00, or both' (recited at 25); law enforcement officers deemed department representatives; licensees face summary license suspension under MCL 24.292(2)
