Operative words
the Michigan Supreme Court, unanimously held in In Re Certified Question that the [Governor lacked authority to issue] COVID-19 state of emergency orders after April 30, 2020. Prior to the ruling the Wayne County Prosecutor's Office (WCPO) and law enforcement agencies issued ordinance violations and misdemeanors... WCPO will be dismissing all adjudicated [and pending cases]... 'considering the Supreme Court's decision, WCPO will no longer use criminal prosecution to enforce the Governor's Executive Order.'
Enforcement
Notes
Context on the enforcement history: prosecutions had been brought under the Governor's orders in Wayne County through Oct. 2020; the local health orders (Ex. MET-DET-014, -032, -001, -027) took over enforcement
