Operative words
Whereas, on April 27, 2020, Governor Abbott issued Executive Order GA-18 which... provides that individuals 'are encouraged to wear appropriate face coverings, but no jurisdiction can impose a civil or criminal penalty for failure to wear a face covering'... all persons over the age of ten (10) are encouraged to wear some form of face covering that covers the nose and mouth.
