Section 1. State of Emergency. A state of emergency is hereby declared to exist within the City of New York.

Enforcement

Predicate for every subsequent EEO; Executive Law s. 24(5) makes knowing violation of an emergency order a class B misdemeanor (recited in EEO 99 s. 6)

Notes

Recites the HHS public health emergency of Jan. 31, 2020, the City's first case Mar. 1, 2020 and the WHO pandemic declaration of Mar. 11, 2020. Every DOHMH order of 2020-2021 recites that this declaration 'remains in effect'.
