WHEREAS, effective December 12, 2020, the Governor of Pennsylvania and Secretary of [Health] imposed additional restrictions state-wide, including limiting outdoor gatherings to a maximum of 50 people, which were in place through January 4, 2021;... WHEREAS, the Managing Director's Office of Special Events has seen a 50% reduction in [staff]... Section 1. Outdoor Gatherings and Events. Outdoor gatherings continue to be allowed for any lawful purpose, provided that they are [conducted in compliance with all applicable orders of the] Commonwealth and the City, including any applicable density limits, gathering caps, or activity limitations applicable at the time such gathering takes place... Section 2. Special Event Permitting. Given the City's limited resources, the burden for supporting public events, and the current public health risks posed by events during a pandemic, the City is not currently accepting [applications for special event permits]...
