Operative words
1. All persons are to remain in their homes or at their place of residence, except for employees or customers traveling to and from essential businesses... 2. All 'gatherings'... [shall comply with] the Regional Stay At Home Order issued by the California Public Health Officer on December 3, 2020... [sec. 11] State of California's Regional Stay At Home Order issued by the State Public Health Officer on December 3, 2020, all portions of which are operative in San Diego County effective immediately... [sec. 13] additional restrictions listed in Section 2 (g) of the Regional Stay At Home Order and shall close all playgrounds and indoor facilities.

Notes
The Southern California region entered the State's Regional Stay at Home Order at 11:59 p.m. Dec. 6, 2020 and exited Jan. 25, 2021. Enforcement of the restaurant portions was enjoined by the Superior Court in December 2020 and the injunction stayed by the Court of Appeal (Ex. MET-SAN-027).
