Operative words

All persons not fully vaccinated without COVID-19 symptoms who have had close contact with a COVID-19 Patient must immediately take the following actions: 1. Quarantine themselves in their home or another residence for at least 10 days and up to 14 days after the last contact with a COVID-19 Patient.... b. During critical staffing shortages when there are not enough staff to provide safe patient care, healthcare workers, emergency response, and social service workers who work face to face with clients in the child welfare or long term care setting are able to work after Day 7 from the date of last exposure if they have received a negative PCR test result from a specimen collected on or after Day 5 and continue to be asymptomatic.... c. Health care employers with critical staffing shortages... may use Contingency Capacity Strategies as described by CDC...

Third-quarter-2021 local instrument with force of law in every San Diego County workplace. The Limited Order (Ex. MET-SAN-022) preserved the Apr. 5, 2021 version; the July 22, 2021 revision (footer 'Health Officer Quarantine Order July 22, 2021') added the fully-vaccinated exemption and the health-care return-to-work rules.
