Operative words

[Required by order:] All reopened businesses... must prepare and post a 'Safe Reopening Plan'... for each of their facilities in the county.... All reopened businesses shall implement the Safe Reopening Plan and provide evidence of its implementation to any authority enforcing this Order upon demand.... Any business that fails to prepare and comply with its Safe Reopening Plan... shall immediately close.
