Operative words
At risk levels in the Red Zone. In-person learning is not recommended. If offered, it should be highly restricted and contingent on COVID testing at least 25% of on-campus staff once a week. Close contacts must be quarantined for 14 days... Other than drive-through events, no school-sponsored events... should take place in person, on or off campus.
