Operative words

Private gatherings, such as house parties, dinners, celebrations, and social events, with more than 10 attendees are prohibited.... For the avoidance of doubt, nothing in this order applies to day-to-day operations of businesses, schools, institutions of higher learning, and government offices. All such operations continue to be subject to limitations provided in Orders 8, 9, 11, 13, and 14 including but not limited to requiring face coverings, maintaining a minimum distance of six feet, ensuring employees practice appropriate hygiene measures, ensuring that employees are screened prior to their work shift and are excluded from work if they are ill, and regularly cleaning and disinfecting frequently touched objects and surfaces.

Recites a City positivity rate above 10 percent, a regional seven-day hospitalization average above 550 and 90 percent occupancy of inpatient and ICU beds in Task Force hospitals.
