Operative words
This Order does not, directly, or indirectly, close, partially close, or place restrictions on the opening of or access to any [business, church, school, or other place of public or private gathering or assembly, nor does it] prohibit or otherwise limit attendance at any public or private gatherings.... III. Policy 1. Face Coverings are required to be properly worn by all individuals ages 5 and older while in indoor and enclosed public buildings and spaces [and public transportation]... IV. Application and Enforcement... The St. Louis County Counselor can seek emergency injunctive relief or other civil relief to enforce [this Order]... V. Effective Date. This Order shall become effective at 8:00 A.M. on Monday, July 26, 2021, and continue in effect until amended or rescinded.... So Ordered this 26th day of July 2021. Dr. Faisal Khan.

Recites the Delta-wave data: daily cases from 40 in early June 2021 to 212 in mid-July 2021; positivity from 2.9 percent on June 1 to 9.4 percent.
