Operative words

All DVS exam stations and driver's license agent offices are closed until May 4 to follow Governor Tim Walz's executive order for Minnesotans to stay home and slow the spread of COVID-19. New federal guidelines allow deputy registrar offices to provide limited motor vehicle services if they choose. No face-to-face transactions or driver services are available.... Many DVS exam stations, deputy registrars and driver's license agent offices have closed or limited services due to COVID-19 concerns.

Enforcement

Administrative closure of State licensing offices

Notes

The State's own statement that no in-person driver services existed statewide from mid-March to May 4, 2020; road tests were cancelled and rescheduled 'once normal operations resume'.
