Operative words

On November 22, 2021, Judge Daniel Green of the Cole County Circuit Court entered a judgment in the matter of Shannon Robinson, et. al., v. Missouri Department of Health and Senior Services.... The court opinion released on November 22, 2021 has a significant effect on how public health officials will conduct public health matters in accordance with regulations found under 19 CSR 20-20. Through the court opinion, the judge limited the authorities of LPHA to order isolation or quarantine. However, the ruling didn't address the existing regulatory requirement for the department and local public health authorities to require isolation of a patient or quarantine of a contact, pursuant to 19 CSR 20-20.050(1).
