Operative words
I hereby prohibit mass gatherings in the State of North Carolina. a. A mass gathering is defined as any event or convening that brings together more than one hundred (100) persons in a single room or single space at the same time... I hereby direct that all public schools close for students effective Monday, March 16, 2020 until March 30, 2020, unless extended beyond that date.
Enforcement
Sec. 1(d): 'Violations... may be subject to prosecution pursuant to N.C. Gen. Stat. 166A-19.30(d) and is punishable as a Class 2 misdemeanor in accordance with N.C. Gen. Stat. 14-288.20A.'
Notes
Sec. 1(b) excludes normal operations at airports, transit stations, medical facilities, libraries, malls, offices, restaurants, factories, grocery and retail. Effective 30 days.
