Operative words

In order to provide New Hampshire citizens and businesses with a secure and safe method by which to execute important legal documents, and to promote and secure the safety and protection of the people of New Hampshire, for the duration of the State of Emergency declared in Executive Order 2020-04 [remote online notarization is authorized where the principal and notary communicate simultaneously by sight and sound, identity is reasonably established and an audio-visual recording is made]
