Paragraphs 3-5 advise persons under 65 to limit trips and strongly advise persons over 65 and with conditions to stay home. Scanned; OCR transcription of pages 5-7 checked against the recitals of EO #63, #72, #81, #82 and #90, which describe #52 as the order that 'transitioned from a Stay at Home Order to a Safer at Home Advisory' and 'modified many of the restrictions on businesses, places of worship, and other places of commerce or gathering'.
