Operative words
[Governor's Mar. 13, 2020 release:] 'The order closing all public pre-schools and K-12 schools will be effective through April 3 and may be extended'; [Mar. 27 release:] 'a new executive order that extends the closing through the end of the school year'; [PHO Aug. 28, 2020 onward, NM-028 para. 11:] private schools 'shall adhere to the face covering and other COVID-Safe Practices requirements for in-person instruction described in the document Reentry Guidance published by New Mexico's Public Education Department on June 20, 2020'.

The PED website (webnew.ped.state.nm.us) refused connections in this session; the executive order closing schools for the year was not located as a PDF. Fall 2020 remote start, Sept. 8 hybrid openings, Jan. 2021 remote reset and Apr. 5, 2021 full in-person are from Ballotpedia and the Governor's Aug. 27, 2020 release (secondary).
