Operative words
Every school and school district shall report to the Department of Health, on a daily basis... all COVID-19 testing and diagnoses among students, teaching staff, and any other employees or volunteers... every professional authorized to administer a test for COVID-19 shall not take such sample or administer such test without inquiring... as to place of employment. [Indoor dining, as recited in the DOH Interim Guidance for New York City Indoor Food Services (Ex. NY-115): 'Pursuant to Executive Order 202.61, indoor food services in New York City may resume beginning Wednesday, September 30, 2020 in accordance with this interim guidance' at 25 percent occupancy]
