Operative words

I signed this Executive Order on March 09, 2020, in Columbus, Ohio, and it shall take effect immediately... [directing State agencies to implement procedures consistent with recommendations] from the Department of Health designed to prevent or alleviate this public health threat.

Enforcement

Predicate for ODH Director's Orders (R.C. 3701.13) and for HB 197 tolling and license extensions keyed to 'the period of the emergency declared by Executive Order 2020-01D'

Notes

Every ODH order of 2020-2021 recites this declaration; many orders run 'until the State of Emergency declared by the Governor no longer exists' (e.g., Ex. OH-002 para. 8, OH-017 para. 7, OH-032 para. 3).
