Operative words

WHEREAS, on March 16, 2020... I issued a Proclamation of State of Emergency declaring a public disaster due to COVID-19 and [suspending events on public property, revoking special event permits, and imposing distance requirements for public transit riders]... on March 17, 2020... I issued a Revised Proclamation concerning those locations [bars, restaurants, food courts, gyms]; and WHEREAS, on March 25, 2020, a second Revised Proclamation was issued including additional closures and limiting gatherings and on March 28, 2020 a third Revised Proclamation was issued implementing shelter in place and requiring closure of non-essential businesses... AND I DO FURTHER PROCLAIM, through April 30, 2020, residents living within the limits of The City of Oklahoma City are required to shelter at their place of residence as provided [herein]... Through April 30, 2020, all bars without on-premises food service, night clubs, hookah bars, cigar bars, and vaping lounges shall be closed to the public.... Through April 30, 2020, except as provided herein, events, organized gatherings, and social gatherings of 10 or more people on public or private property are prohibited.... 12. Through April 30, 2020, all businesses operating or located within the limits of The City of Oklahoma City, except Essential Businesses, are required to close all facilities located [within the City]... Any person... not complying with the requirements of this Proclamation shall be subject to Section 15-40 of the Oklahoma City Municipal Code.

Notes

The proclamation's own recitals establish the March 16, 17, 25 and 28, 2020 proclamations; the March 28 third revision is the shelter-in-place order (Husch Blackwell dated a 'Third Revised' Mar. 30). 'Essential Businesses' are those on the Governor's critical-infrastructure list.
