2. All events or gatherings of more than ten (10) people in the City of Tulsa are hereby banned, until at least April 15, 2020... 3. All special event permits... with projected attendance of more than ten (10), are hereby revoked... 4. Executive Order 2020-02, issued March 17, 2020, ordering closing of certain business and... other public accommodations shall remain in full force and effect; and 5. Any person violating this Executive Order 2020-03, or violating or causing a business... to violate such executive order, shall be subject to the penalties set forth in Title 8, Tulsa Revised Ordinances, Chapter 3, Section 300
