Operative words
2. Events and gatherings with five hundred (500) attendees or more are required to submit a COVID-19 safety plan for approval by the Tulsa Health Department a minimum of fourteen (14) calendar days prior to the event or gathering.... No events or gatherings with five hundred (500) attendees or more taking place on or after July 16, 2020, may be in held in the City of Tulsa without a safety plan approved by the Tulsa Health Department.... 3. All bar and restaurant employees within the City of Tulsa are required to wear a cloth face covering or mask while working. 4. All businesses within the City of Tulsa shall follow the guidance in the Governor of the [State of Oklahoma's OURS Plan]
