Operative words

Events and gatherings with five hundred (500) attendees or more are required to submit a [COVID-19 safety plan for approval by the Tulsa Health Department a minimum of fourteen] (14) calendar days prior to the event or gathering.... No events or gatherings with five hundred (500) [attendees or more may be held without an approved plan]... All businesses within the City of Tulsa shall follow the guidance in the Governor of the [State of Oklahoma]... This Executive Order shall take effect at 12:01a.m., Saturday, May 1, 2021, and remain in effect until rescinded or superseded.
