Operative words
Having determined that the Secretary exceeded her authority in issuing that directive, by per curiam order on December 10, 2021, we affirmed the lower court's decision nullifying the mandate. (opinion recital; the Court also recites that the General Assembly terminated the disaster emergency on June 10, 2021 by concurrent resolution under newly amended Article III, Section 9, and that the Governor had not issued a new proclamation of disaster emergency since then)
