[The Governor issued a series] of directives: stay-at-home orders, business closure orders, [and congregate-gathering limits]... The issue before us is whether those events moot this case. We hold that they do.... parties agree that the Governor's orders are no longer in effect... Thus, the case is moot.... the claims became moot for reasons outside the [parties' control]... challenges to the Governor's orders became moot as a result of [the constitutional amendments and the termination of the disaster emergency; the challenged orders] expired by their [own terms].
