Operative words
by deleting Section 1(B) in its entirety and substituting the following language, effective Monday, May 4, 2020, at 12:01 a.m.: B. I hereby urge any and all residents and visitors of the State of South Carolina to limit social interaction... and further encourage residents and visitors... to limit their movements outside of their home... [and] authorize Restaurants to provide outdoor customer dining services, effective Monday, May 4, 2020, at 12:01 a.m., in addition to previously authorized services for off-premises consumption.
