Operative words
(as quoted in Op. No. 28056) the ordinances mandate facemasks for 'all faculty, staff, children over the age of two (2), and visitors, in all buildings at public and private schools or daycares.'... The City ordinances would impose a $100 fine for each 'civil infraction.' In addition to the fine, 'repeated violations of this Ordinance by a person who owns, manages, operates or otherwise controls a school' are subject to a host of legal sanctions.
