For the 2019-2020 school year: (1) Each school district is exempt from §§ 13-3-55 and 13-3-56; (2) The requirements of the state accountability system, as set forth in §§ 13-3-62, 13-3-63, 13-3-64, and 13-3-65 are waived... the requirement that each child receiving alternative instruction who is in grades four, eight, or eleven take a nationally standardized achievement test of the basic skills is waived
