Operative words
[SD-064 recital:] the City adopted an emergency ordinance pursuant to SDCL 9-29-1 and 9-32-1... the emergency ordinance allows the City Council to enact further restrictions on public gatherings and public movements it deems necessary... shall be in violation of Ordinance 6413. [SD-067, June 3, 2020:] Council approved extending the current COVID regulations. The Ordinance will expire at the end of July.
