Operative words

Eligibility (DOH, Apr. 28, 2020): county hospital capacity over 25 percent and fewer than 10 new COVID-19 hospitalizations in the county over the past 10 days; a hospital below the threshold is not eligible; elective surgeries must cease if capacity falls below 25 percent or hospitalizations rise by 10; patients must test negative before any elective outpatient treatment (ACS tracker).
