Operative words
beginning at 12:01 a.m. on May 1, 2020: [every hospital licensed under Chapter 241 shall] reserve at least 15 percent of its hospital capacity for treatment of COVID-19 patients, accounting for the range of clinical severity... This executive order will supersede Executive Order GA-15 as of 12:01 a.m. on May 1, 2020... and shall remain in effect and in full force until modified, amended, rescinded, or superseded by the governor.

The 15 percent reserve ran May 1 to Sept. 17, 2020, when GA-31 replaced it with the trauma-service-area trigger.
