Operative words

[recites the June 30 expansion of] postponement of certain surgeries and procedures in Bexar, Dallas, Harris, and Travis counties [to] counties within Trauma Service Areas J, K, M, O, P, Q, R, S, T, U, and V... [hospitals in areas with high hospitalizations] shall postpone all surgeries and procedures that are not medically necessary... 'Areas with high hospitalizations' means any Trauma Service Area that has had seven consecutive days in which the number of COVID-19 hospitalized patients as a percentage of total hospital capacity exceeds 15 percent.
