Operative words
WHEREAS, I therefore issued Executive Orders GA-30 and GA-31 on September 17, 2020, allowing additional reopening and non-essential medical surgeries and procedures in Texas, except in some areas with high hospitalizations as defined in those orders... Every business establishment in Texas shall operate at no more than 75 percent of the total listed occupancy
Enforcement
Tex. Gov't Code 418.173 (recited)
Notes
Recital confirms GA-31's regional postponement regime; the 75 percent and high-hospitalization rules reached the patient base and staff.
