Operative words
Aerosol-generating procedures include 'Dental procedures involving: Ultrasonic scalers, High-speed dental hand pieces, Air/water syringes, Air polishing, and Air abrasion' (Q22). 'the ETS does not apply to non-hospital ambulatory care settings where all non-employees are screened prior to entry and people with suspected or confirmed COVID-19 are not permitted to enter those settings' (Q2-3).

Notes
The exception is conditional: a dental office was outside the ETS only by screening every non-employee at the door and excluding suspected cases, itself a compelled modification of FD and CH; offices that did not screen were inside the ETS in full (respirators for AGPs, distancing, barriers, cleaning, ventilation, paid leave for vaccination and removal).
