Operative words

7.... All other travel is prohibited, including all travel to vacation rentals.... 9(h). Workers at hotels and motels, provided that the hotels or motels do not offer additional in-house amenities such as gyms, pools, spas, dining, entertainment facilities, meeting rooms, or like facilities.... 12. No one shall advertise or rent a short-term vacation property except as necessary to assist in housing a health care professional or volunteer aiding in the response to the COVID-19 crisis.

Notes

Scanned; read by Windows OCR (pp. 1-2, 5, 7-9). The only State order that made a hotel's critical-infrastructure status turn on its not offering amenities; the advertising ban reached the platforms.
