Operative words

Take the following steps to reduce the risk of exposure to the coronavirus for workers in the retail industry (e.g., supermarkets, and big box stores): Provide and have all workers wear face coverings... Use a drive-through window or curbside pick-up. Implement physical distancing practices in all communal work areas. Install plexiglass partitions at counters and cash registers.

Enforcement

Guidance; OSHA general-duty-clause citations and the National Emphasis Program (DIR 2021-01, 2021-03) are the enforcement posture

Notes

The federal safety regulator's own description of how the retail workplace was to operate; describe by category, never as an order.
