Operative words

This bill would, until February 1, 2025, enact the COVID-19 Tenant Relief Act of 2020 (Tenant Act). The Tenant Act would require that any 3 days' notice that demands payment of COVID-19 rental debt... [the covered period is] the time between March 1, 2020, and January 31, 2021... [prohibiting unlawful detainer for COVID-19 rental debt on a declaration of hardship]
